Program Manager running on shutdown? - Windows 10 Forums
The message "Program Manager is still running" pops up on Windows 10, 1909 when shutting down. Since I never saw the words "Program Manager" used in WIndows, I scanned with Windows Defender, and Malwarebytes and both report everything is clean.

Windows 10 - Program Manager preventing shutdown. Solutions?
Just a fun comment, Program Manager was the main page seen when starting Windows 3.xx or earlier or Windows for Workgroups, all pre-Windows 95. File Manager was the grandpappy of Windows Explorer and later File Explorer.

Unknown program in Task Manager-Startup Programs
From task manager, right click on the title and select command line. The path of "Program" is probably set incorrectly in the registry. To remove from startup. Download: WhatInStartup - Disable/delete programs at Windows startup Unzip and run, high lite the item then delete the selected item. Last edited by topgundcp; 22 Mar 2016 at 14:07.

Add, Delete, Enable, or Disable Startup Items in Windows 10
Yep, you'll need to enable it in Task Manager first. Afterwards, the workaround to add/remove should work. UPDATE: The enable/disable startup items from Task Manager are stored in the registry keys below.

"Program Manager This App is preventing shutdown"
"Program Manager This App is preventing shutdown" Hi all, lately when trying to shut down a blue screen shows up displaying: "Program Manager: This App is preventing shutdown", and I'm given the option of "Shut down anyways" or "Cancel". If I choose shut down it will do it without issues, and if I click Cancel it will go back to the Desktop.
